Tymon Kulczycki has a degree in law and journalism. He also studied philosophy. He is enrolled as Attorney at Law of the Attorneys Bar of Warsaw.
He created Whitestone as a multidisciplinary law firm. Since the year 2001 he participated in nearly three thousand projects, ran for clients from all over the world.
Robert is a graduate of the Department of the Faculty of Law and Administration at Maria Skłodowska Curie University in Lublin.
He specialises in public procurement law.
Robert has more than three years of experience in applying the provisions of the Act „Public Procurement Law” and of the decrees enacted on its basis. He started his practice working in the Appeal Department in the Public Procurement Office. His duties included supporting the President of the National Chamber of Appeals and the Department Director in preparing replies for legal queries of contractors and ordering parties. He also dealt with verifying appeals formally and legally and drafted decisions to reject the appeal.
He increased his knowledge and enthusiasm for law later in the Department of Controlling Public Procurements Co-financed with EU Funds – where he carried out ex-ante and ad-hoc controls of proceedings to award public procurement.
Robert is willing to share his knowledge – he organises trainings about public procurement law and about the amended provisions of the Act – Public Procurement Law – both for ordering parties and for contractors.
In Whitestone Legal, he manages the works in the public procurement department, providing day-to-day legal services for the Clients – both contractors and ordering parties, and supports the commercial law teams.
